Validate a filter in Testing state first. Matching traffic is identified by the Test data filter name dimension and the filter’s name, not an is_limited_data_user marker.
Data excluded by an active exclusion filter cannot later be restored in reports. Distinguish internal and developer conditions rather than assuming every filter affects DebugView identically.
